Sir Edward Grey to Sir G. Lowther.

Foreign Office, September 19, 1908. I TRANSMIT herewith, for your Excellency's information, a copy of a letter from the India Office relative to the collection of information on the export of opium from Turkey to China.*

I shall be glad if your Excellency will furnish me, at your earliest convenience, with a report on the subject on the lines suggested by the Government of India in the telegram from them forwarded by the India Office.

Copies of correspondence with the American Ambassador on the subject of the International Opium Commission which is to meet at Shanghae on the 1st January next are inclosed for your Excellency's information.†
